The Regional Sustainable Development Unit is strategic, visionary, bold and innovative in its
approach and outlook. It researches, plans for, encourages and supports:
Economic growth and prosperity
Fairness and equity
Integrated, long term strategies to guide the physical, social, environmental and cultural
development of Greater Bendigo
Protecting and sustaining Greater Bendigo's natural environment
Strategic energy and water management
Community resilience and climate change adaptation and mitigation.

The Unit works with Council, all Council Directorates, the Greater Bendigo community, the wider
region, with relevant state departments and agencies and at the national and international level.
The Unit has direct reports and roles across the following areas of responsibility:
Working with a wide variety of people, industry, retail and business sectors in the City and
Improving the environmental and sustainability performance of Council, the City and region
Policy and strategy development promoting community action and participation
Driving advocacy both generally and with other levels of government
Facilitating and coordinating the development and implementation of major strategies, using an
integrated and transformative approach for areas such as:
- economic development, jobs and workforce change
- the environment and tackling climate change and its impacts
- strategic land use
- public space, place making and activation
- residential development and housing
- sustainable transport planning
- smart city initiatives
- arts and creative industries.
Aligning to One Planet principles with a focus on sustainable water establish a strategic water
management framework for the City that encompasses the following challenges and
- Urban flooding and stormwater management
- Implementation of relevant parts of the City’s adopted Environment Strategy
- Volume and reliability of water sources used by the City in the delivery of services to our
- Meeting the aspirations for urban greening to support health and wellbeing objectives
- Innovation in water management for liveability in new developments incorporating water
sensitive urban design and technology.
Participate in local and regional water projects including the roll out of Cooperative Research
Centre for Water Sensitive Cities projects in Greater Bendigo and other technology related
Deliver the City’s input into integrated water management planning with relevant agencies to
- Continued development of water infrastructure across the municipality to improve water
security for community, business and industry

- Water-wise promotion and liaison for the Bendigo Groundwater project
- Maintenance and management of waterway and biodiversity health.
Develop and maintain water management policies, plans and initiatives that increase water use
efficiency by the City in its facilities, operations and activities.
Develop appropriate responses to government policies and legislation governing water
management and climate change, and ensure anticipated implications for the City are identified
KEY RESPONSIBILITIES & DUTIES:
Provide advocacy, technical advice and capacity building to assist the City on a range of water
related issues including the implementation of Water Sensitive Urban Design.
Develop and maintain strong internal and external relationships to support plans and initiatives
including leading the City’s involvement in the Water Sensitive Cities Cooperative Research
Centre and Integrated Water Management Planning.
Undertake research to achieve solutions to implementation challenges and establish new
procedures and policies, as required.
Drive cultural change within the City and wider community including schools to enable a
successful transition to a water sensitive municipality.
Utilising key technologies analyse the City’s water use data to identify opportunities for cost
effective reduction activities and develop the required projects to achieve the savings.
Research options and seek funding to support water management and climate change
initiatives that benefit the organisation and community as a whole.
Report regularly to Council, Council’s executive and the community about the City’s progress
towards reducing water consumption and the outcomes of water initiatives.
Remain up-to-date with water and climate change policy and emerging issues and
communicate via reports, presentations or briefings identified implications and opportunities for
the City and community.
Work with other City units, government agencies, the community and stakeholders in the
development and implementation of adopted strategies to ensure that agreed actions and
identified opportunities are realised.
Work collaboratively with key stakeholders to support and enhance relevant accreditation
Deliver projects to agreed timeframes, budgets and quality standards as directed ensuring
processes and procedures are compliant with applicable City Integrated Management System
requirements (Quality - 9001, Environment - 1401, OH&S – 4801).

access and efficiency activities.

objectives. Decisions and actions taken at this level may have a significant effect on the
programs or projects being managed or on the public perception of the wider organisation.

a substantial impact on individual clients or classes of clients.
