The Strategy and Growth Directorate contributes to the long term economic, cultural and social

prosperity of our city and region by identifying and supporting investment opportunities, tourism

and events, arts and culture activities, employment generation and integrated planning for

sustainable growth and environmental best practice.

The Strategy and Growth Directorate incorporates the following units: 

Bendigo Art Gallery 

Business Services 

Capital Venues and Events 

Statutory Planning 

Regional Sustainable Development 

Tourism and Major Events


THE UNIT:

The Regional Sustainable Development Unit is strategic, visionary, bold and innovative in its

approach and outlook. It researches, plans for, encourages and supports: 

Economic growth and prosperity 

Fairness and equity 

Integrated, long term strategies to guide the physical, social, environmental and cultural

development of Greater Bendigo 

Protecting and sustaining Greater Bendigo's natural environment 

Strategic energy and water management 

Community resilience and climate change adaptation and mitigation.

The Unit works with Council, all Council Directorates, the Greater Bendigo community, the wider

region, with relevant state departments and agencies and at the national and international level.

The Unit has direct reports and roles across the following areas of responsibility: 

Working with a wide variety of people, industry, retail and business sectors in the City and

region 

Improving the environmental and sustainability performance of Council, the City and region 

Policy and strategy development promoting community action and participation 

Driving advocacy both generally and with other levels of government 

Facilitating and coordinating the development and implementation of major strategies, using an

integrated and transformative approach for areas such as:

  • economic development, jobs and workforce change
  • the environment and tackling climate change and its impacts
  • strategic land use
  • public space, place making and activation
  • residential development and housing
  • heritage
  • sustainable transport planning
  • smart city initiatives
  • arts and creative industries.

POSITION OBJECTIVES: 

Aligning to One Planet principles with a focus on sustainable water establish a strategic water

management framework for the City that encompasses the following challenges and

opportunities:

  • Urban flooding and stormwater management
  • Implementation of relevant parts of the City’s adopted Environment Strategy
  • Volume and reliability of water sources used by the City in the delivery of services to our

growing community

  • Meeting the aspirations for urban greening to support health and wellbeing objectives
  • Innovation in water management for liveability in new developments incorporating water

sensitive urban design and technology. 

Participate in local and regional water projects including the roll out of Cooperative Research

Centre for Water Sensitive Cities projects in Greater Bendigo and other technology related

projects. 

Deliver the City’s input into integrated water management planning with relevant agencies to

support:

  • Continued development of water infrastructure across the municipality to improve water

security for community, business and industry

  • Increased use of stormwater and recycled water within the city
  • Water-wise promotion and liaison for the Bendigo Groundwater project
  • Maintenance and management of waterway and biodiversity health. 

Develop and maintain water management policies, plans and initiatives that increase water use

efficiency by the City in its facilities, operations and activities. 

Develop appropriate responses to government policies and legislation governing water

management and climate change, and ensure anticipated implications for the City are identified

and reported.


KEY RESPONSIBILITIES & DUTIES: 

Provide advocacy, technical advice and capacity building to assist the City on a range of water

related issues including the implementation of Water Sensitive Urban Design. 

Develop and maintain strong internal and external relationships to support plans and initiatives

including leading the City’s involvement in the Water Sensitive Cities Cooperative Research

Centre and Integrated Water Management Planning. 

Undertake research to achieve solutions to implementation challenges and establish new

procedures and policies, as required. 

Drive cultural change within the City and wider community including schools to enable a

successful transition to a water sensitive municipality. 

Utilising key technologies analyse the City’s water use data to identify opportunities for cost

effective reduction activities and develop the required projects to achieve the savings. 

Research options and seek funding to support water management and climate change

initiatives that benefit the organisation and community as a whole. 

Report regularly to Council, Council’s executive and the community about the City’s progress

towards reducing water consumption and the outcomes of water initiatives. 

Remain up-to-date with water and climate change policy and emerging issues and

communicate via reports, presentations or briefings identified implications and opportunities for

the City and community. 

Work with other City units, government agencies, the community and stakeholders in the

development and implementation of adopted strategies to ensure that agreed actions and

identified opportunities are realised. 

Work collaboratively with key stakeholders to support and enhance relevant accreditation

frameworks. 

Deliver projects to agreed timeframes, budgets and quality standards as directed ensuring

processes and procedures are compliant with applicable City Integrated Management System

requirements (Quality - 9001, Environment - 1401, OH&S – 4801).

Participate as an active team member in undertaking duties that are within the limits of the

employee’s skill, ability, competence and training as required to assist in the delivery of the

activities and initiatives of the Regional Sustainable Development Unit.


OHS and EEO RESPONSIBILITIES

Representatives in regard to workplace OH&S changes and issues

o Reporting all injuries, accidents, incidents or unsafe conditions in the workplace and co-

operating in rehabilitation of fellow employees including reasonable workplace changes

and facilitating the early return to work of injured employees

o Implementing safe work practices and procedures at all times

o Compliance with Occupational Health and Safety regulations relevant to the tasks

performed

o Participate and complete relevant risk assessments and other OH&S documentation as

required


ORGANISATIONAL RELATIONSHIPS:

Reports to: Coordinator, Innovation and Transformation

Manages/Coordinates: Nil

Internal Liaisons: Relevant staff in the Regional Sustainable Development Unit and

across the Strategy and Growth Directorate and other Units and

Directorates.

External Liaisons: State and Federal government agencies, Water Authorities, local

governments, Municipal Association of Victoria, local industry and

commerce groups and other key stakeholders and community

groups.

ACCOUNTABILITY & EXTENT OF AUTHORITY: 

Accountable for regular reporting and evaluation of the City’s annual water use, supplies and

access and efficiency activities. 

Responsible for resource management, the freedom to act is governed by policies, objectives

and budgets with a regular reporting mechanism to ensure achievement of goals and

objectives. Decisions and actions taken at this level may have a significant effect on the

programs or projects being managed or on the public perception of the wider organisation. 

Responsible for providing specialist advice and to regulate clients, the freedom to act is subject

to professional and regulatory review. The impact of decisions made or advice given may have

a substantial impact on individual clients or classes of clients. 

Input into policy development and formulation within the area of expertise, the work may be of

an investigative, analytical or creative nature, with the freedom to act generally prescribed by a

more senior position. The quality of the work of these positions can have a significant effect on

the policies which are developed.


JUDGEMENT & DECISION MAKING: 

The nature of the work is specialised with methods, procedures and processes generally

developed from theory or precedent. Ability to problem solve using the application of these

established techniques to new situations and ability to recognise when these established

techniques are not appropriate. 

Requirement to identify and analysis an unspecified range of options before a recommendation

can be made into policy formulation. 

Guidance is not always available within the organisation. 

Make decisions within the scope of the project, approved budget and appropriate City

guidelines. 

Exercise sound professional judgment, taking account of organisational and community needs

and expectations and provide accurate and professionally objective advice.


SPECIALIST SKILLS & KNOWLEDGE: 

Sound understanding of and a commitment to integrated water management principles in a

local government context. 

Sound understanding of the various issues associated with climate change including mitigation

and adaptation. 

Ability to analyse, comprehend and research data and prepare reports and recommendations. 

Require proficiency in the application of a theoretical or scientific discipline in the search for

solutions to new problems and opportunities.

An understanding of the long term goals of the Regional Sustainable Development Unit and of

its values and aspirations and of the legal and political context in which it operates. 

Knowledge of and familiarity with the principles and practices of budgeting and relevant

accounting and financial procedures.


MANAGEMENT SKILLS: 

Supervise and provide guidance and support to staff. 

Skills in managing time, setting priorities and planning and organising one’s own work and

where appropriate that of other employees so as to achieve specific and set objectives in the

most efficient way possible within the resources available and within a set timetable despite

conflicting pressures. 

An understanding and an ability to implement personnel policies and practices including

awards, equal opportunity and occupational health and safety policies, recruitment and

selection procedures and techniques, position descriptions and employees development

schemes. 

Contribute to the development and implementation of long term staffing strategies.


INTERPERSONAL SKILLS: 

Ability to demonstrate and display the City’s staff values and behaviours. 

QUALIFICATIONS AND EXPERIENCE: 

Degree or Diploma qualification environmental science, water management or similar

disciplines with relevant experience or substantial relevant experience (minimum 5 years). 

Proven experience in integrated water management policy and program development and

implementation. 

Demonstrated knowledge of water efficiency technologies and application, particularly in

relation to local government activities. 

Ability to travel to offsite locations

Demonstrated understanding of integrated water management and water sensitive cities

practices and principles and relevant policies and legislation that would apply in a local

government context. 

Demonstrated experience in developing and promoting environmental sustainability with a focus

on water management at all levels of an organisation. 

Demonstrated understanding of climate change, mitigation and adaptation issues and relevant

policies and legislation. 

Proven project management, research and analytical skills and the ability to develop options,

solve problems and be flexible as required. 

Skills in managing time, setting priorities, planning and organising one’s own work so as to

achieve specific and set objectives in the most efficient way possible within the resources

available and within a set timetable. 

Demonstrated effective written and verbal communication skills and the ability to develop

networks with industry and community groups.
